Job Summary:
OCC/IS is seeking a candidate for an attorney -advisor position.
OCC/IS is the principal legal advisor to the Bureau of Industry and Security (BIS), the
Commerce Department agency that has responsibility for a range of programs dealing with
the relationship between industry and U.S. national security. BIS programs include regulating
the export of dual-use goods, technologies, and software based upon U.S. national security,
foreign policy, anti-terrorism, and non-proliferation objectives; enforcing export controls by
prosecuting violations in administrative enforcement proceedings and assisting federal
prosecutors in criminal enforcement matters; assisting other countries on strategic trade and
export control issues; helping U.S. industry comply with international arms control
agreements (particularly the Chemical Weapons Convention); monitoring the viability of the
U.S. defense industrial base; and implementing related national security programs.


Major Duties:
The incumbent’s responsibilities will include counseling BIS on legal issues relating to export
licensing and compliance with export regulations; reviewing and interpreting regulations;
drafting and reviewing proposed legislation, position papers, and testimony; participating in
international negotiations and technical assistance programs with foreign government
officials; providing legal support to BIS ’s defense industrial base programs; assisting in
assessments of national security implications of foreign takeovers of U.S. companies;
representing BIS in administrative enforcement cases; counseling BIS investigators on the
use of certain investigative techniques; and assisting the Department of Justice in the
prosecution of criminal export control cases.


Qualifications:
OCC/IS is seeking an attorney with superior analytical, writing, and oral communication skills.
A legal background in national security, foreign policy, and/or international trade is preferred
but not required. The successful candidate must qualify for a security clearance. U.S.
citizenship is required.
U.S. citizenship and active bar membership (any jurisdiction) are required. For
recent law school graduates, bar membership is not required for initial appointment to a
limited-term GS-11 law clerk position, which will be converted to an attorney position upon
obtaining bar membership. No relocation expenses will be paid.
